To fix that low level governance focus should move away from the central or even state elections back to the municipal, ward level discussions.
Modi tried but obviously central government is not gonna perform the waste management for every city even though it was done through Smart city program - don't get into it that discussion about SCP some other day. Point is that it our municipal bodies that need to be reformed - some better standardization etc. and autonomy - obviously more money can work better.
Once you fix that you can fix

>even basic low level education

But overall trend is that even if things are haphazard, the thrust is in the right direction and the time ...almost 15 years of consistent push in the right direction is enough to pretty much transform most cities and improve many a things to way better degree. Not promising utopia but better than whatever it is right now.

I try to pay in cash as much as possible. There are a few reasons:
1. Most small businesses love cash. They don't get 3% or so shaved off the top like credit cards.
2. I HATE the suggested tip and donation prompts on the credit card machines. I tip fairly, even generously and I sure as hell don't want to be nudged for it.
3. I really don't like the CC companies having detailed lists of what I purchased and when. In the old days, all they saw was the total charge, but now they get a breakdown of what was purchased.
4. If people stop paying with cash, merchants will stop accepting it. Even though cash is better, if hardly anyone pays with cash, it isn't worth the hassle of a cash drawer or trips to the bank. We need to make sure cash stays relevant.
5. Psychologically, it's a bit more "real" when you hand over cash. A card is so frictionless that I don't feel any different spending 20or 200. When I start pulling the bills out, though, it kinda hits home. Also, opening an empty wallet helps in realizing that I already spent everything I pulled out of the ATM. This may be the #1 reason large retailers want to do away with cash - it discourages you from over spending.

Most people say a cashless society isn't a reality in the near future. And I agree with that. Too big a percentage of money flow is by cash, from your grandma, who doesn't understand banks, to the billion dollar industry of drugs, prostitution, mafias, tax evasion, etc. The list goes on. Cash is too powerful, for now.
However, this rant gravitates more towards the "I have nothing to hide" motto (GOD I hate that argument). How can people be so naive? How can people not realize using digital payments every one of your transactions gets recorded forever? From property sales, which makes more sense that are regulated, to the chips you bought out the Kirana store. What food and cleaning products you buy in the market, which clothes you like, etc. That's fucked up.
Banks can share all these data with third parties, and companies can know exactly all your purchases and thus, your likings. They don't need banks to share the data anyway, but that's another topic. Somehow people don't worry about that. Targeted ads are one of the shadiest practices companies has created. On a 'lighter' note, they can make you spend a lot more money for no reason, which is bad itself. But the fact that they have that info is worrying in and of itself. I have nothing to hide but I want to hide it. Period.
But even worse, governments have access to all these data. No government or company whatsoever should ever sniff over my bank history. That's my fucking business. Governments and people alike don't seem to get this. What if law enforcement decides I'm a suspect for whatever they come up with and search through all my transactions? For most of us, they'll find nothing, but it's an invasion of our privacy. How can people not value that privacy?? I don't understand it. I mean, for now let's use cash, but eventually you'll be a suspect of fraud just because you use cash. The problem here is our society is adopting the "guilty until proven otherwise" approach more and more over the years, just to justify mass surveillance. Eventually we'll have to declare to the authorities how much our shit weighs.
