this is outright incorrect, the de-urbanization of western frontiers of ivc was mostly associated with climatic change.
Recently saw a recent paper about how the navigable areas around the Guj during ivc which used to be directly act as a port are no longer connected to ocean. There were three types of navigation happening there.
IVC shifted more eastard with the expansion of the neolithic iranian farmers, in fact PGW culture and late phase of ivc pretty much represent the same area, around haryana - punjab.
Language and culture and eventual formation of vedic culture is more to do with the early neolithic iranian farmers - the later genetic mingling is too little too insignificant to cause any widespread cultural or linguistic change.
IVC was result of neolithic iranian farmers migrating and camping around mehrgarh region then further expanding around the ivc and gangetic region. In that process they were mixing with the aasi groups etc.
As they went south, teh culture spread but also aasi peaks among likes of southern population - which is pretty visible.
But another thing to note that these were not stagnant at all, the early eastern iranians for examples recent genetic samples show aasi movement towards the west so there was lots of criss cross happening in both the direction.
Entire indo-iranean plateau was connected via trade, also sea routes extensively.
Heggarty et al. is most extensive paper - combing archeological and genetic components so far, states that IVC was IE speaking civilization.
Another lazardis et. al concludes that chg/iran_n are better proxy for cultural/linguistic spread of the IE languages.
Another paper showed influx of Iran_N into lower vulga and transferring the knowledge from farming to cattle domestication, fishing - cows etc.
