yes, go and check for yourself
In UK and Germany for example trains running extremely late and are in fact quite costly.
Not only this Germany is very backward as far as IT is considered.

Indian railways have buffer time if the train is within those it's 'on time'.
I have travelled so personal experience is indeed positive that punctuality has improved a lot. I rarely do overnight journey so can't tell the current situation but VBs have always been time including some other passenger trains.
But i genuinely doubt because eu countries have buffer time too so not sure.

I have a friend who regularly does city passenger train and he usually has lots of complains about train delays. These are the least priority ones however.

>Indian Railways has recently achieved a major milestone by reaching 80% punctuality in Mail and Express trains, and according to Ashwini Vaishnaw, this performance is now better than many European railway networks. Around 25–30 railway divisions have crossed the 90% punctuality mark, which shows a big improvement in time management and operational efficiency.

There's a caveat though each division time being considered punctual is not same as each station and even destination being within 15minutes.
A good comment from r/indianrailways mod
>And it is not just 15 minutes. It is 15 minutes per division or zone. So a train could be 75 minutes late and still be considered on time because they passed through 5 different zones. On top of they just add slack time before the last station. Oh, and they also lie at the destination and report wrong arrival time. Whatever Mr Vaishnav is claiming is a complete joke.
