Ugra are Varnasankar, that makes them even lower than Shudra and in some cases even the Avarnias. You need to understand that using the word Ugra with the word Kshatriya is basically an Oxymoron. Their is no historical legacy that can even back up their legitimacy as Kshatriya, but worst of all smritis literally claim they all are essentially Bastards.
