Suppose if i want to add jaggu to gta 5 with special powers and all. Anyone has worked with these.
New gta 5 enhanced probably causes problems.

I've modded gta sa a long time ago not sure how it works for gta v.
Most of the gta sa source code is already reverse engineered which makes it easier to create ASI mods for them.
I Think Script hook v is the tool which you might need to install for those "special powers" and there are multiple tutorial around the web about scripting for gtav.
You might also need to downgrade your game to specific version btw Script hook v GitHub says it's compatible with latest versions of game.
