India's strength is sheer numbers but numbers alone are not enough. Our naval strength still lags a bit. Maybe in 2035 we will be much better.

Before answering OPs question, we need to ask on what metric do you even rank them? What even makes a military good and better than the other? Comparing them in terms of mere equipment numbers and quality is rather shallow since factors such as training experience and motivation also have a huge impact impact, is it a 1v1 battle between two enemy battalions in plain terrain or something? If that is the case then European militaries blow everyone else out of the water. I personally think a military's effectiveness and whether it is good or not should judged in how effectively it can fullfil it's doctrinal purpose, the pajeet army is a deterrental force, it's purpose only requires it to be just good enough to keep our neighbours at bay. In an actual war with them our offensive performance would be lackluster. Pajeet army is still a good military since it fulfills its purpose. The Chinese military is not good since even today it doesn't have the strength to take Taiwan and protect it's coast from the Americans and Tibet from the Pajeets at the same time.

Real life isn't a balanced vidya, some countries have an inherent advantage over others, terrain and geography matter a lot.
Are they allowed to surge industry and make more weapons?
Are cyber and space elements in the game?
What is considered a victory? Total Genocide or some kind of a conditional surrender?
I'm gonna imagine the armies fighting in open plain terrain, industry and raising new units with the country's population allowed, both sides have infinite motivation and fight a war of annihilation, no rules of engagement. A possible list could look like:

India
Russia
France
Japan
